What GWP Is — and Why ≤ 700 Keeps Showing Up

Global Warming Potential (GWP) measures how much heat a gas traps in the atmosphere relative to CO₂ over a set period — almost always 100 years in specifications. CO₂ is the baseline at 1. A refrigerant with a GWP of 1,430 traps roughly 1,430 times as much heat as the same mass of CO₂ over a century. The values engineers cite come from IPCC assessment reports; AR4 numbers appear in most U.S. regulatory tables, and AR5 numbers in many corporate sustainability templates. The two baselines differ slightly, which is why this guide lists both.

The number 700 is not arbitrary. The federal AIM Act is phasing down HFC refrigerant production and imports, and its technology-transition rules set GWP limits — frequently 700 — for many categories of new air conditioning and refrigeration equipment. Large telecom operators and enterprises have folded the same threshold into their own procurement standards, which is why the question reaching our sales desk is usually worded exactly this way: “We need refrigerant with GWP ≤ 700. Does VoltAire have R-513A?”

GWP values are the commonly cited IPCC 100-year figures, not legal determinations. Your specification may name a specific baseline — check which report it references. Under the newer AR6 report, R-134a is roughly 1,530 and R-513A roughly 676: the pass/fail conclusions hold, with a thinner R-513A margin.

Need GWP ≤ 700 Before the Transition?

If ambient air at your site runs far enough below your target internal temperature for your heat load, a heat exchanger is the cleanest answer: VoltAire HIX cross-flow and HTC counter-flow units move heat through a sealed core with no compressor and no refrigerant of any kind. Capacity is rated in watts per °F of temperature difference, so sizing is a delta-T calculation — one we run for you. GWP zero, nothing to phase down, nothing to report on the refrigerant line of your submittal — and they are BABA-compliant, GR-487 compliant, and most models are available in true 48VDC for telecom plants.

If your heat load or ambient conditions genuinely require active air conditioning, you have a timing decision. A current R-134a unit is a sealed, factory-charged circuit — but it will not pass a ≤ 700 screen, and we won't pretend otherwise. Depending on your install date, the right move may be to hold the spec for the R-513A transition, phase the project, or split it: heat exchangers where ambient allows, air conditioners where it doesn't. That conversation costs nothing and we'll give you the trade-offs straight.

What refrigerant do VoltAire enclosure air conditioners use today?
Every current-production VoltAire AT-series and AN-series enclosure air conditioner uses R-134a, as published on the AT and AN product data sheets. The circuit is hermetically sealed and factory-charged in Orlando, Florida — there is no field charging, and the charge stays sealed for the life of the unit under normal operation. R-134a carries an ASHRAE A1 safety classification: nonflammable, low toxicity.
Do current VoltAire units meet a GWP ≤ 700 requirement?
No. R-134a has a 100-year GWP of roughly 1,430 (IPCC AR4) or 1,300 (IPCC AR5), so a current-production VoltAire air conditioner does not pass a GWP ≤ 700 screen. We would rather tell you that plainly than have it surface in your submittal review. What is R-513A?
R-513A is an azeotropic blend of R-134a and R-1234yf developed as a lower-GWP replacement for R-134a in new equipment. It carries the same ASHRAE A1 safety classification as R-134a — nonflammable, low toxicity — and its 100-year GWP is commonly cited as 631 (IPCC AR4) or 573 (IPCC AR5), which passes a GWP ≤ 700 screen under either baseline. Final performance and safety specifications for VoltAire R-513A units will be published on updated VoltAire data sheets when the units are released.
My specification requires GWP ≤ 700 right now. What are my options?
Two honest paths. First: VoltAire HIX cross-flow and HTC counter-flow heat exchangers cool sealed enclosures with no compressor and no refrigerant of any kind — GWP zero — and pass any refrigerant screen by definition. They work when ambient runs far enough below your enclosure setpoint for your heat load — capacity is rated in watts per degree of temperature difference, and we run that sizing calculation for you. Most models are available in 48VDC. Second: if your load truly needs active air conditioning, tell us your project timeline — R-513A units are planned by the end of 2026, and we can flag your project for the transition so you are not locking a spec you would have to re-open later.
Is R-513A flammable or does it change safety handling?
R-513A is classified ASHRAE A1 — the same nonflammable, low-toxicity class as the R-134a used today. It is not an A2L mildly-flammable refrigerant, so it does not introduce the additional handling, sensor, or code considerations that A2L refrigerants like R-454B or R-32 bring. As with all specifications on unreleased units, treat the official VoltAire data sheet as final once published.
Can my existing R-134a VoltAire units be retrofitted to R-513A?
VoltAire has not published retrofit guidance, and we will not guess at it. VoltAire circuits are hermetically sealed and factory-charged, so any refrigerant change is an engineering decision for VoltAire, not a field service call. If a retrofit question matters to your project, contact us and we will put the question to VoltAire engineering and give you their answer in writing.
Does the refrigerant transition change BABA or GR-487 compliance?
GR-487 compliance comes from the enclosure-protection design, which does not depend on what is inside the sealed circuit. BABA compliance comes from where and how the units are manufactured — Orlando, Florida, with greater-than-55% U.S. component cost — and we do not expect the refrigerant change to affect it; compliance is re-verified when the R-513A units are released. The transition changes the GWP line of your submittal; performance figures for R-513A units will come from the released data sheets.
